TEHRAN, Jun. 13, 2011 (IPS/GIN) - A silent protest through the streets of Tehran under the watchful eyes of a heavy security presence marked the second anniversary of Iran's June 2009 contested polls Sunday, amid a growing rift between Supreme Leader Ayatollah Khamenei and President Mahmoud Ahmadinejad, and among different conservative wings preparing to compete in the March 2012 Parliamentary elections.
The so-called Green Movement that emerged in the wake of Ahmadinejad's controversial reelection to a second term was recently energised by the news that Parliament had green-lighted an investigation into alleged use of government funds to buy nine million votes prior to the 2009 election.
Sunday's march saw sporadic clashes and a few arrests but, in general, an uneasy calm enveloped the major thoroughfare, Vali Asr Avenue, where thousands of protesters had gathered. More accurate numbers are difficult to estimate due to the dispersed nature of the protests.
In the coming weeks, the Green Movement will also mark the anniversaries of major protests in 2009 and the murder of Neda Agha Soltan, a young student whose shooting death during the bloody post- election crackdown became a symbol of government brutality.
The larger dilemma at this point for the Green Movement, according to an Iranian political analyst who asked to remain anonymous out of fear of reprisal, is that intra-conservative conflicts are beneficial to the Greens, but lack of action could weaken the movement.
Even limited street protests and the government's overreaction through a heavy security presence make them important players that the government cannot ignore, he told IPS.
"It is the government's constant fear of a popular eruption without a heavy security presence that keeps the Green Movement in the game," he said.
Still, there was disagreement Sunday among the marchers regarding the strategic usefulness of staging public protests at this time. Some believe that the movement is better off avoiding any activity that could dampen tensions among the conservatives who control all branches of government in Iran.
The recent conflicts have centred around Ahmadinejad's attempt to shift political power towards his office and coterie of loyalists in ways that challenge both the office of the Leader and the predominantly conservative parliament.
The Parliament and Khamenei have in turn reacted by challenging Ahmadinejads ministerial appointments and dismissals. Parliament has lodged several complaints against the executive branch for its refusal to follow legislative mandates.
Ahmadinejad loyalists have also been accused of crimes ranging from corruption to sorcery and several have been arrested.
Davood, a chemistry graduate at Sharif University, told IPS, "Our protests scare the government and may lead to unity, albeit a temporary one, among conservatives, but our silence reveals the conflict among them."
His friends, acknowledging the importance of conservative infighting, disagreed. One of them, who did not want to be identified, said, "The Green Movement exists, has a variety of demands, and on days which have given it birth and identity, we should come into the streets."
Security forces weren't taking any chances. Unlike previous announced protests, Internet speed was not reduced, but well before the announced start of the march at four p.m., security forces of various stripes, on foot and on motorbikes, materialised in full force.
One set consisted of the very young plainclothes militia known as the basij, who this time wore a light jacket that clearly identified them as basiji. They completely surrounded Vali Asr Square until it looked like a garrison.
Another group wore dark green. Protesters who spoke to IPS identified them as members of the Islamic Revolutionary Guard Corps (IRGC), although the backs of their uniforms identified them as police.
One group of unidentified security forces wore black and was referred to as "commandos" by a protester who claimed that they were also present during President Ahmadinejad's inauguration ceremony in 2009.
The most eye-catching group of security forces wore khaki uniforms and sunglasses. But despite their variety of appearance, the security forces worked in tandem to close off all entrances to Vali Asr Avenue, causing traffic jams in adjacent streets and preventing cars from expressing support for the marchers by honking.
In the streets, the news of Hoda Saber, a political activist who died on Jun. 11 in Evin prison of a heart attack after 10 days on a hunger strike, as well intra-conservative conflicts, were frequently discussed topics.
One protester who did not want to be identified said, "His [Saber's] death was intentional and intended to radicalise the Green Movement."
An older woman shouted to the security forces standing by, "If as you say the sedition has been taken care of, then why aren't you taking care of yourselves by leaving the streets?"
Despite the heavy security, very few physical clashes occurred. IPS witnessed only one in front of a popular park. The police attempted to arrest a motorcyclist. Passers-by came to his defence, and a brief altercation ended with the arrest of a few young people.
After two years of attempted protests, security forces and protesters seem to have reached an uneasy coexistence. The security forces closely watch the protesters, who act as though they are merely window-shopping even though all the shops have been shut down.
Every once in a while, they grab the hand of a young man and take him away to instill fear the crowd. The crowd and even the young man's companions continue walking without expressing surprise or concern. Life goes on.
Few Iranian websites reported on the protests. Khabar online, which is reportedly close to Parliamentary Speaker Ali Larijani, did acknowledge that there were protests, but described them as smaller and less disruptive than the accounts provided in Western-based Persian media such as BBC Persian or Voice of America.
Even some protesters themselves agreed that the number of people who showed up was smaller than the protests held on Feb. 14, 2011, which was immediately followed by the house arrests of presidential candidates and opposition leaders Mir Hossein Mussavi and Mehdi Karrubi.
Some blamed the chosen route as too easy for security forces to control, in contrast to the route chosen for the February protests. Others suggested that Vali Asr Street is particularly sensitive for the regime because the main building of the Islamic Republic of Iran's Broadcasting (IRIB) service is located there.
The message from the street, meanwhile, was echoed in Washington where a self-exiled spokesman for the Green Movement told a briefing of Iran specialists that there was general agreement among its adherents that it wanted to avoid situations that could play into the regime's hands.
"Radicalising the movement won't benefit it at all," said Ardechir Amirarjomand, spokesman for The Coordinating Council of the Green Path of Hope of Iran, a broad coalition established by Mousavi and Karroubi before they were put under house arrest. "That is exactly what the other side wants, because it would help the government survive longer."
"We are a peaceful movement, and measures we take will not be short term or quick," Amirarjomand, who was a top adviser to Mousavi during the 2009 campaign and was himself detained after the election, said, adding that the movement's main goal for now is to "force the government to accept free elections."
He noted that the ongoing power struggle among conservative forces with Ahmadinejad and his supporters on one side and the Supreme Leader Ali Khamenei and the Parliamentary leadership on the other was a "lose-lose situation" for both.
"They have both lost legitimacy, and each side blames the other," he said. "There are no differences in terms of how to run the government; the differences are over their shares of power."

South Australia's Country Fire Service (CFS) says the fire is burning in the town of
One Tree Hill, 28km from Adelaide, and poses a threat to lives and homes nearby.
The fire is burning through grassland and is being aided by what the CFS describes
as severe weather conditions.
It's burning in a north-westerly direction.

Hundreds of Wagga Wagga residents are playing a waiting game .. evacuated from their
homes due to heavy rainfall that's pelted the New South Wales town for almost a week.
The levees have held firm .. pumps have drained excess water from the CBD .. but forecasters
are predicting up to 150 millimetres more is expected to fall from tonight.
A brief storm earlier today cut power to five thousand homes and the local police station.
Authorities say it could be another week until the evacuees get to go back.

The royal commission into the Black Saturday bushfires estimates they cost four-point-four
billion dollars .. but it could have been more.
The report .. released on Saturday .. said the commission alone cost 90 million dollars.
It also put the value of the 173 lives lost on February 7 last year at 645 million dollars.
The commission says the government spent 593 million dollars fighting the fires ..
but it couldn't estimate the cost of injuries .. or value of lost stock and crops.

SYDNEY, AAP - A new crop of Underbelly stars will step into the limelight in 2010 to
bare their flesh for the third series of the crime drama.
Among them are rising stars Emma Booth and Firass Dirani as well as former Neighbours
actor Natalie Bassingthwaighte.
TV cooks are also set to heat up the screen.
Last year's MasterChef runner-up Poh Ling Yeow will get her own TV show, called Poh's
Kitchen, while chefs Pete Evans and Manu Feildel will star in the Seven Network's new
series My Kitchen Rules.
Veteran sports presenter Les Murray will bring the much anticipated soccer World Cup
action to Australians in June and July.
Meanwhile, 2009's Gold Logie winner Rebecca Gibney will expand her role in a telemovie

The super chefs will host Seven's new cooking series My Kitchen Rules.
The duo will give their verdict as two teams transform their homes into restaurants

more hard edged role, in a telemovie for The Nine Network called The Maria Korp story.
The movie is based on the real-life love triangle and death of Korp in 2005.
Vince Colosimo plays her husband Joe.
Gibney, 2009's Gold Logie winner, will also feature prominently in Packed To The Rafters
as the drama focuses on life with her new baby Ruby Louise.
Gibney will have a good shot at the Gold Logie again in 2010.
LES MURRAY
The veteran sports presenter will host Australia's coverage of the 2010 World Cup,
from South Africa, in June and July.
Murray has covered all of the Socceroos' World Cup campaigns since 1986.
In 2010 he'll celebrate 20 years at SBS.
SHAUN MICALLEF
The funnyman's presence at Network Ten is expected to grow next year.
He'll return to host the high rating pop culture program Talkin' Bout Your Generation.
But it's also rumoured he is being primed for a variety-style program, to fill the
void left by the departure of Rove McManus' chat show Rove.
RICHARD ROXBURGH
The acclaimed actor will take on former prime minister Bob Hawke in an anticipated
telemovie on Network Ten.
Called Hawke, it'll depict Hawke as he goes from heavy drinking union leader to polished
politician.
Asher Keddie will play Blanche D'Apulget while Rachael Blake will star as Hazel Hawke.
ADAM ZWAR
The AFI award-winning actor will star in a new ABC comedy about a tabloid newspaper
columnist, called Lowdown.
Zwar a former celebrity columnist is best known for co-writing and co-starring in the
SBS TV show Wilfred.
Zwar is also a co-writer of Lowdown.
It's expected to be a big hit for the ABC in 2010, and Zwar is set to become the next
big name in Australian comedy.

The former swimming champion will become the new host of Network Ten's reality weight
loss program The Biggest Loser.
She replaces former host Ajay Rochester, who's trying her luck in the US.

The Department of Primary Industries has quarantined the property and a neighbouring property.
Two other horses have died in the past two weeks.
The property manager and a local vet called the Biosecurity Queensland hotline when
the third horse died on Saturday, and staff responded quickly, taking a sample from the
animal.
But John Brady, co-owner of the nursery, said there was no link between the filly's
death and the two other horses.
"One died of old age and the other died of a snake bite," Mr Brady said.
He said the nursery manager had been sprayed by fluid from the horse.
Mr Brady said also on that property were foals and a champion stallion, which he fears
may have to be put down.
He said a vet saw the filly the first day it showed signs of an illness on Thursday.
By Friday it was gravely ill and a vet prescribed antibiotics but the following day it died.
A Hendra outbreak in August last year killed Brisbane vet Ben Cunneen, the first person
to die of the disease in 10 years.
First identified in Brisbane in 1994, Hendra virus spreads from flying foxes.
Of the 11 equine outbreaks in Australia, four have led to human infection, with three
of the six known human cases being fatal.

NSW: 500 Bellinger Valley residents remain isolated by flooding
SYDNEY, Feb 16 AAP - More than 500 residents of the Bellinger Valley in northern NSW
remain isolated by flood waters after heavy rain on Monday morning.
Floodwaters have eased in other inundated parts of NSW, but more rain is forecast for
the state as a low pressure system moves south.
Heavy rain has fallen on the Bellinger Valley area since 6am (AEDT), leading the weather
bureau to issue a renewed flood warning for the town of Thora and the upper valley, including
the community of Darkwood.
The State Emergency Service (SES) initially said floodwaters were expected to ease
in the Bellinger Valley on Monday.
But a spokesman said the SES now expected communities in the upper Bellinger Valley
to be cut off.
"It is going to mean that the community of Darkwood is going to remain isolated for
the remainder of the day and there are around 500 people who live in that particular area,
upstream from Thora," SES spokesman Phil Campbell said.
"It means children won't be able to go to school."
The SES was maintaining a close watch on the community, he said.
"We do have access to be able to get in there and look after those people should they
require any assistance."
However, most of the properties were well prepared for flooding.
The bureau also said it had received reports of bridges flooding in the Taylors Arm
area in the Nambucca Valley.
The SES received more than 400 calls for help at the weekend as heavy rain fell on
western NSW and the state's mid-north coast.
A low pressure system that caused most of the problems had moved offshore near Coffs
Harbour by Monday morning.
It was expected to track towards the coast, causing heavy rain from the mid-north
coast to Sydney on Monday night or Tuesday morning.
The rain was expected to hang around NSW until at least Wednesday.

SYDNEY, Aug 28 AAP - Millions of Australians suffering type two diabetes have access
to a new oral medication designed to better manage the nation's fastest growing chronic
disease.
Taken once a day, the medication is used in conjunction with other type two diabetes
treatments to enhance the body's natural ability to lower blood sugar levels without promoting
weight gain, its maker says.
The drug, Januvia, is now listed on the Pharmaceutical Benefits Scheme (PBS).
The main goal in treating type two diabetes is to reduce blood glucose levels to as
close to the normal level as possible.
In a clinical trial of type two diabetes patients whose diabetes was inadequately controlled
with an existing medication, more than twice as many patients reached their blood glucose
targets when Januvia was added, researchers found.
More than 8,600 patients participated in the global trial, including 200 from Australia.
"Januvia boosts the effect of a natural body process called the incretin system," director
of the Department of Diabetes, Endocrinology and Metabolism at Sydney's Royal North Shore
Hospital, Greg Fulcher said in a statement.
"Incretins are intestinal hormones which are released after food intake, and they are
essential for regulating blood glucose.
"Research has shown that people with type two diabetes have an impaired incretin system
so their body is unable to lower blood glucose effectively.
"This is the first time we have been able to address an impaired incretin system using
an oral medication," Dr Fulcher said.
"By increasing the number of intact incretins in the body, Januvia helps to control
'on demand' the high blood glucose levels that may contribute to serious long-term health
problems such as heart attack, stroke, kidney failure, blindness, nerve damage and amputation."
About 275 Australian adults are diagnosed with type two diabetes every day and some
3.4 million Australians are expected to have been diagnosed with the disease by 2033.
The drug is a Merck & Co product.

BRISBANE, April 22 AAP - A coroner will investigate the shooting death of a female
prostitution squad detective in an incident at a Brisbane police complex today.
The death of the 37-year-old detective senior sergeant is not being treated as suspicious,
but would be investigated by the Queensland coroner, police said.
The officer died after a shot was fired from a police-issue pistol about 8am (AEST)
today at the complex in Wecker Road at Mansfield, on Brisbane's southside.
Police union president Cameron Pope told reporters there were no untoward signs leading
up to the incident.
"There is nothing that we have seen or that I am aware of that could have prevented
this incident," Mr Pope said.
"There has not been a single issue raised that I'm aware of that was an indicator to
this incident."
Mr Pope said the officer, who police have declined to name, greeted co-workers on her
arrival at the Mansfield police complex but did not otherwise talk to anyone prior to
the incident.
He said several officers in the vicinity at the time had been severely affected and
offered counselling.
The dead officer had been with the police service for 15 years and was assigned to
the prostitution investigation squad.
Mr Pope said she had been "very highly regarded" by her superiors.
"I've spoken to her officer in charge this morning," he said.
"He is very distressed about the matter and he was very glowing in his description
and praise of her."
The incident would affect police across Queensland, he said.
"There would not be a police officer in the state who wouldn't feel something heavy
in their heart today - it touches everyone," he said.
The Queensland Police Service's prostitution squad deals with about 600 cases a year.
Queensland has 24 licensed brothels, as well as regulated sole operators, but all other
forms of sex work is illegal.

The group's operations manager MALCOLM TUTTLE says multi movement permits are now available
.. to allow racing connections to move horses more efficiently on a permit-basis for the
next two months.
But interested parties must apply for their multi movement permits by 10 am (AEST)
tomorrow .. December 19.
Earlier this month .. restrictions were eased on horse movements in south-east Queensland's
red zone .. the most important development since the outbreak of equine influenza.

Hobart's north.
The man .. from Ross in central Tasmania .. died when his sedan crossed the median
strip and overturned on the Brooker Highway .. near Austins Ferry .. on Saturday morning.
Police will close the highway between 10.30am and 2pm (AEST) .. to help them reconstruct
the crash.
Traffic will be diverted onto Main Road during the exercise.

A 29-year-old man faces murder charges in Maroochydore Magistrates Court today .. following
the stabbing of a teenager at Sunrise Beach on the Sunshine Coast early yesterday morning.
Police say the 17-year-old boy .. whose name hasn't been released .. was founded stabbed
to death in the driveway of his family's home.
A police spokesman said yesterday his death may have stemmed from an alcohol-fuelled
road rage incident.

HONG KONG, March 25 /PRNewswire-FirstCall/ -- SUNDAY Communications Ltd. today announced its results for the 2002 financial year ending 31 December 2002. Earnings before interest, tax, depreciation, amortisation and share of losses from joint ventures (EBITDA) rose by 135% to HK$240 million excluding one-off restructuring costs. The net loss decreased by 57% to HK$91 million before restructuring costs, and since January 2003, SUNDAY has been recording net profits on a month-to-month basis.
"The 2002 financial year was an important one for SUNDAY," said Group Managing Director Bruce Hicks. "In a competitive market, we made further improvements in both our financial performance and customer base. At the same time, we brought changes to our business that will ensure continued increases in profitability in 2003 and create a competitive platform for the new era of mobile communications that is just beginning."
Increased Subscribers, Lower Churn
Growth in mobile services business revenue of 5% to HK$1,218 million was driven by increased subscriber numbers, which reflects SUNDAY'S success in its strategy of market segmentation. "In the past two years, mobile communications in Hong Kong has shifted from being a high-growth mass market to one characterised by saturation of penetration, where opportunities to increase revenues centre on delivering tailored services including new data services to well understood user groups," Mr. Hicks said.
The Group's total subscriber base rose 9% over 2001 to 603,000. In this regard, it is important to note that the methodology of reporting adopted by SUNDAY is very conservative and fully accounts for all types of subscriber activations, disconnections and usage. Average revenue per user (ARPU) was broadly flat, reversing the down trend which had prevailed in the Hong Kong market for the preceding four years. Short message service (SMS) and multi- media messaging service (MMS) volumes grew sharply, boosted by events such as the football World Cup and festivals.
Contributing to the improved performance was a much lower churn rate and hence lower average acquisition cost. Churn more than halved from 7.8% at the start of the year to 3.5% by year end. Again, it is emphasized that SUNDAY uses churn calculation methods that are very conservative.
Quality of Products and Services
SUNDAY's ability to achieve revenue growth during the year also testifies to the enhancements we made to its network, customer service, as well as the new or improved products and services introduced.
The number of cell sites increased by 17% to over 1,050 locations. Unlike many companies, SUNDAY runs these sites on a single network, ensuring a high quality of coverage and call performance for users. Customer service quality was greatly enhanced by the establishment of an operations centre in Shenzhen in mainland China. The greater resources and high productivity this centre affords have enabled the Group to improve customer response.
The new products and services introduced by SUNDAY in the fourth quarter of 2002 targeted a wide variety of consumer segments and followed the principles laid down in SUNDAY's four core values of simplicity, transparency, quality and value-for-money:
"Location Based Services" enables corporate customers to monitor effectively their fleets of vehicles, field staff or valuable parcels on a real time basis.
"My Album" is a one-stop-shop for personalised MMS photos, with music, voice and text to MMS-enabled handsets, as well as email and with made-to- order printouts available at over 450 Hong Kong locations.
"SUNDAY Look! Hear!" features MMS entertainment through popular content downloads of celebrity photos, cartoon and comic characters and e-cards.
"SUNDAY Games" brings a real life "Game Store" experience to mobile handsets through new collections of Java games.
"Handy Workstation" is a complete mobile email and Personal Information Management (PIM) solution enabling mobile users to access corporate email accounts and up to 10 POP3/IMAP4 Internet email accounts.
"ICQ for SMS" allows users to stay in touch with ICQ friends 24 hours a day through a handset with a short messaging function.
"MSN Mobile Messenger" allows users to send, receive and reply to instant messages from their online contacts who are using MSN Messenger on a computer or a mobile phone.
Higher Productivity
During 2002, SUNDAY put considerable emphasis on raising productivity. Operating expenses before depreciation and restructuring costs fell by 10% over 2001 and as a percentage of mobile services revenue, fell from 73% to 63%. The operations centre in Shenzhen also contributed to lower costs in 2002, although the main benefits will be realised beginning in 2003. The overall reduction of operating expenses came despite an expanded subscriber base, improved service quality and new services.
Further improvements in productivity resulted from major organisational changes during the year, whose benefits will accrue more forcefully from 2003. These changes reorient the Group towards addressing the market in a more targeted manner and include the creation of teams covering product development, sales, marketing and retention focused on specific market segments rather than broad product categories. In addition, in December SUNDAY reduced its workforce in an initiative that will generate significant cost savings beginning in 2003.
Outlook
Looking forward, Mr. Hicks said that he expects 2003 to continue to be a competitive year for the industry, in which SUNDAY will continue to post improved results, following the solid groundwork laid down in 2002. "We will focus our attention on profitability through improving customer retention, growing the subscriber base, increasing ARPU and further enhancing productivity," he said.
Market segmentation will continue to be a core strategy. The new wireless data services and MMS interoperability introduced in the fourth quarter of 2002 are expected to provide additional revenue growth in 2003. Wireless data service usage is expected to grow at faster rates as more mobile phones supporting these services are introduced.
"The key to success in 3G services is a cost-effective platform that delivers creative and tailored services. This is what we have," said Mr. Hicks. "We have completed comprehensive planning of all network, IT and service delivery systems required for the launch of 3G services and in preparation are in active discussions with vendors and financial institutions, to enable us to roll out our 3G service on schedule and on a sound commercial basis, when the time is right."

National Fire Prevention Week, Oct. 7-13
For the past eight years, Papa Gino's, Inc., the Dedham, Mass.-based pizza chain, and New England fire departments have teamed up to promote fire prevention and safety awareness. This year, nearly 115 Connecticut, Maine, Massachusetts, New Hampshire and Rhode Island fire departments will host Fire Prevention Open Houses to educate families on the importance of fire prevention.
"National Fire Prevention Week" is officially sponsored by the international non-profit National Fire Protection Association (NFPA) of Quincy, Mass. This year's theme, "Cover the Bases and Strike Out Fire" stresses the importance of fire prevention by using our nation's favorite pastime, baseball. The NFPA targets three common dangers of spontaneous fire outbreaks, kitchen, heating instruments and electrical hazards. The campaign includes a series of educational materials, as well as an Internet baseball game, geared toward teaching school children fire prevention practices.
At the open houses, families will be treated to a number of fire safety demonstrations and free Papa Gino's pizza. The goal of the event is to provide families with the opportunity to teach their children the importance of fire prevention and safety. Children will receive fire prevention activity sheets and will be asked to fill out a fire evacuation plan with their families.
